The Arizona Game and Fish Department does not receive monies from the Arizona State General Fund and operates primarily on the revenues generated through the sale of Hunting and Fishing Licenses and the discretionary purchases of Arizona’s hunters and anglers. As a State agency, the Department’s budget is subject to the oversight of the Executive and Legislative branches of state government.

The intent of this page is to provide the public with current information concerning congressional and state legislation that has potential consequence to the Department’s ability to manage the state’s wildlife and wildlife resources.

State budget

The Arizona Game and Fish Department’s funds are appropriated through the state budget process, beginning with the Fiscal Year 2025 request to the Governor’s office. The Department is committed to maintaining and enhancing wildlife and outdoor recreation opportunities by maximizing available funding, protecting existing resources and operating efficiently.

Off-highway vehicle statutes

Arizona’s off-highway vehicle program was established in 2008; the Department receives a portion of funds from the sale of OHV decals that it uses to help manage this form of recreation with the goals of managing growth, protecting wildlife habitat and maintaining recreational access. As vehicle capabilities improve and the popularity of the sport increases, the state is examining updates to the existing laws. The Department will be participating in the Arizona Off-Highway Vehicle Study Committee established by Laws 2022, Chapter 148 in the hopes of updating Arizona’s OHV program for today’s needs.
